Important Changes to ECF Game Fee in Leagues &c

Outcomes of the ECF Council Finance Meeting held in Birmingham on 22/04/2017:

a) Game fee for ECF-graded league-type events was abolished, and replaced by a flat charge equal to the cost of Bronze Membership, to be charged to the organiser, for each non-ECF members playing 4 or more games.  For these purposes, a rapidplay game counts as ½ a game.  Less than 4 games incur no charge.

This means that if somebody plays four or more games in the Yorkshire league, and does not become an ECF member during the season, then the ECF will charge the YCA £16 (adult) or £9.50 (junior), and the YCA will then charge that sum to the club concerned.

Analysis of games played in the 2016-17 Yorkshire League by non-ECF members shows that the overall cost under the new system would in fact be less than under the present system, as a number of players incurred more cost in game fees than the cost of Bronze ECF membership!

WARNING A non-ECF member playing 4 or more games in each of 2 or more unrelated leagues will cause EACH league to incur the charge.

b) Direct Membership Fees were increased, mainly only slightly, for 2017/18, except for the Bronze Junior fee which went down:

c) Minimum Membership for Member Organisations (such as YCA) was left the same, at £60.

d) Pay-to-Play fees (i.e. game fee for congresses) was increased as follows:

ECF‑graded congresses

£7.50 (was £7)

FIDE-rated events

£10.50 (was £10)

e) Voting Reform discussions on possible ways to increase the voice of direct members regarding voting at ECF meetings resulted in a plan to put to the AGM proposals whereby the Direct Member representatives on Council would have more votes.
