The thirteenth annual Northern Counties Chess Union Congress was held from Monday 06/01/1913 to Saturday 11/01/1913, at Park House, Claremont Park, Blackpool.
There were three sections grouping players according to level of playing strength: the Championship section, the Major section and the Minor section.
The Championship had 7 participants. The winner of the Championship section would be Northern Counties Chess Champion and hold for a year the Dr. Wahltuch trophy. The Major had 6 participants. W. Parry of Liverpool had been listed before the event as an entrant, but did not in fact participate. The Minor had 8 entrants divided into two groups, with a play-off between winners of the two groups.
A 7-player all-play-all requires seven rounds. The Championship games were fitted into 6 days by having three games starting together in a day’s morning session, with the player who was not involved in those three games starting a game in that day’s evening session. Thus six players had one game in a given day, while the seventh had two. Adjourned games were played out in afternoon sessions, and if necessary in the evening session subject to neither player being involved in the scheduled evening game.
Prizes were presented by Councillor J. Burgess of Manchester.

Yates was the winner in the previous year. Burton was the reigning Yorkshire Champion. Corlett was the oldest participant.
Final placings in the Major were as follows. (Not all game results to hand at time of writing.)
* a pseudonym of Henry Ashwell Cadman The first four shared the three place prizes.
Results in the Minor were as follows [final totals based on Sheffield Daily Telegraph, 13/01/1913]:
* listed in some newspaper reports of the event, erroneously, as “C. H. Whetstone”.
Nield beat Whetstone in the play-off.
