Ineligible Players

 

As mentioned earlier, there have been four violations of the limitation imposed by the first sentence of Rule A12, banning a player from playing for more than one club in a given division, albeit with the player and captain involved being unaware these were rule violations.  There has now, recently, been an occurrence of a player playing in division 3 after previously playing on board 4 in division 1, so violating Rule A14, in this case involving a player who had played for two clubs in the season (in itself permissible) helping to confuse the issue; again the player and team captain were presumably unaware of the rule violation.  Penalties specified by the eligibility rules are based on the idea that the opposing team is potentially being unfairly disadvantaged.  So, 2023-34 has seen 5 violations to date.

 

This posed the question as to what violations, seemingly undetected or disregarded, had occurred in previous seasons.

 

Looking at 2022-23, it was found that only one violation of eligibility rules occurred, that being a violation of the limitation imposed by the second sentence of Rule A12, when a player having earlier played on board 2 of the club’s senior of two teams in the division then played in the club’s other team in the same division.  The prescribed penalty was not imposed, though if it had been then the ranking of teams in the final league table would not have been different.  So, things were not too bad.  But . . .

 

In 2021-22 things were different.  There were 20 violations of eligibility rules (A12 or A14) as listed in the table below.  Some violations were repeats, and “only” 11 players were involved as being ineligible.  The writer is, of course, not suggesting any retrograde penalties be imposed, but it seems appropriate to illustrate where things were going wrong.  It appears from LMS that no penalties were imposed, though it is possible captains were cautioned, though clearly not in the case of the repeated violations.  That 2022-23 saw only one violation suggests captains have tightened up their grip on the Rules, but one has to infer a better monitoring system may be desirable such as the one the writer has set up, though it is hardly the writer’s job as he is not now a YCA official (and would not wish to be again as things are).  The writer knows from pre-computer personal experience that this sort of task is a very onerous task for a league secretary, which in some organisations in lessened by having a separate secretary for each division.

 

The 2021-22 commonest violation (7 occurrences) involved a player representing a club in two divisions and playing on board 4 or above in a higher division yet thereafter continuing to play in the lower division in breach of Rule A14.  (Inadequate communication within the club.)

 

The next most frequent violation (4 occurrences) involved clubs with 2 teams in the same division, these being ascribed relative seniority as per Rule A12.  The violations arise after a player has played on board 4 or above for the higher team, so tying them to that team, yet go on to later play again for the lower team, in violation of the second sentence of Rule A12.  (Inadequate communication within the club.)

 

The least common violation (1 occurrence) was of the first sentence of Rule A12 which prohibits a player playing for more than on club in a given division.  (Less easy for a captain to spot.)

Alwoodley C folded after 05/02/2022 and they were clearly struggling.

 

Rules quoted are:

 

A12  No player may play for more than one C.M. in the same division during the course of a season.  In the event of a C.M. having more than one team in the same division any player who has played on board 4 or higher in a senior team for that C.M. cannot thereafter play for any lower ranked team.  Seniority of teams will be declared by the C.M. at the beginning of the season.  The penalty for any team infringing this rule shall be the loss of the match, with all game points being awarded to the opposing team.  [Previous last sentence deleted, 2019 AGM]

 

A14  Any player who has played on board four or higher in any division may not thereafter play in any lower division in the same season.  The penalty for infringement of this Rule shall be the loss of the board concerned and the additional loss of one game point, such point(s) being transferred to the opposing team.  [Previous 2nd sentence deleted, 2019 AGM]

 

Note that changing the first sentence of A14 to read “Any player who has played for a given C.M. on board four or higher in any division may not thereafter play for that C.M. in any lower division in the same season” would mean cases such as the latest 2023-24 violation would be legitimate.
