A notice of the meeting was sent out to known county contacts on 24/05/2025, with the following observations:

A county is entitled to send any two people as delegates to a Council meeting.  If a usual delegate is unavailable, then another person can and should be sent instead, and that person is not seen as a proxy holder for an "official delegate".

The NCCU does not work on the principle of pre-designated delegates used by the ECF.

I think, therefore, we should be looking more at official contacts designated by CCA's.  (Historically this was county secretaries.  Supposed or guessed delegates were not contacted individually as seems now to be the fashion.)  These contacts would be notified of Council meetings, and they would be responsible for arranging their CCA's delegates to a given meeting.  Known past delegates can of course be cc'd into notices of meetings for info and could request being removed from the "cc" list.

Tracking counties' delegates is the responsibility of the counties themselves, not of NCCU officials using psychic powers!

Secretary
